North Carolina will create conditions for optimal kindergarten entry skills by leveraging existing family support programs to support children with high needs and their families. North Carolina values families as the primary educators of young children and works to support them in preparing their children for school and life. Through the Early Learning Challenge grant North Carolina will focus on statewide strategies, and strategies in the rural northeastern counties, the Transformation Zone (Beaufort, Bertie, Chowan and Hyde Counties) to engage and support families of young children. Statewide strategies include strengthening program standards for engaging and supporting families, and utilizing state Head Start grantees as “hubs” for training the early childhood workforce in family engagement strategies.
