High Quality Early Learning from Birth to Third Grade

The Race to the Top Early Learning Challenge Grant supported activities to promote access of children with high needs to high-quality early learning and development programs by improving the quality of programs and supporting the early childhood workforce in their professional growth. Quality measures used for early learning birth to age 5 were revised and used to strengthen the quality rating system used to reflect high quality in licensed early learning and development programs. The grant provided NC the opportunity to develop a new assessment to provide information about children at kindergarten entry to include the five essential domains of school readiness and revise and broaden the domains measured through grade three.
