Transformation Zone Evaluation

The Transformation Zone Evaluation project was an effort to 1) provide a better understanding of the challenges of early childhood system building efforts in under-resourced rural counties and 2) determine the benefit of investing in a set of cross-sector effective early childhood practices with intentional support and capacity building from a state team. The Transformation Zone evaluation used a systems-level framework, including a mixed methods and collaborative evaluation approach, engaging with existing state and county teams to address the following key questions:

  • Have communities been able to enhance their capacity to improve the quality of their early childhood systems?  How?
  • What state and local level policy and practice changes in the early childhood system have occurred as the result of the work in the Transformation Zone?  
  • How have the participating state agencies or local communities strengthened the infrastructure to support the successful implementation of evidence-informed practice?
  • What are the benefits of the work in the Transformation Zone?
  • What are the unintended consequences?
  • If system change has or has not occurred or has been limited, what are the factors influencing this?
