This Activity involves revising NC’s Star Rated License for Early Learning Programs (Tiered Quality Rating and Improvement System, TQRIS) to include a more rigorous set of standards and to more meaningfully differentiate among the quality tiers.

The Smart Start Data Project enabled the North Carolina Partnership for Children (NCPC) to work with the local Smart Start partnerships to establish a set of common outcomes across all partnerships, to increase the programmatic level data collected and reported, and ultimately to provide high quality Smart Start data that could be linked to NC ECIDS.

This Activity provides coaching, mentoring and evaluation support to teachers working with children with high needs in nonpublic school, non-NC Pre-K classrooms who are working to earn or maintain the North Carolina Birth-through-Kindergarten (BK) license.

This Activity supported 1 and 2 star early learning programs toward attaining a 3, 4, or 5 star rating.

This Activity provided technical assistance and mini-grants to unlicensed public school and faith-based early learning programs to join NC’s Star Rated License system.

This Activity provided T.E.A.C.H. Early Childhood ® Scholarships for multiple programs in support of teachers and other members of the early childhood workforce (e.g., home visitors, coaches) in the Transformation Zone and surrounding northeastern NC counties.

North Carolina does not license or regulate part day programs that serve children for less than 4 hours per day or family child care providers that care for fewer than three children unrelated to them. A task force considered the appropriateness and feasibility of expanding licensing or regulations for these programs.

This Activity provided a comprehensive evaluation of the Transformation Zone Activities.

The Transformation Zone Implementation Support, Teams, and Capacity Building activities provided support to implement high-quality programs and practices with various family strengthening, early care education, and literacy strategies in Beaufort, Bertie, Chowan, and Hyde counties.

This Activity will provide the local community-building and support needed to implement high-quality programs and practices in the Transformation Zone.
